H1b transfer has been pending for more than 15 months

Howdy, I submitted an application for H1b transfer October 2015. It is not under PP. The website says "Case was received" since then and hasn't been updated. I checked the timeline for TSC(texas service center), but there is even not a timeline for I129 petition, anyone on the same boat?
