RFE Rejected , Transfer to some other Employer

Hi All,

I have below queries , Please provide your valuable suggestions.

My H1B petition got selected in Lottery on 2014 , After several RFE I-129 got rejected.
Can I transfer now(2017) to other Employer as They have valid opening now. Please help .

Also , Petition on 2016 got selected in Lottery , One more RFE this time. Still in Progress.
Can Present employer transfer the I-129 Form to other employer , Still it is in RFE state only .

I don't think in approved cap petitions are considered as cap exempt.
