h1b visa revoked, new visa filing is it cap exemt

my company is revoking my unused h1b petition due to a problem with the client project. The company is a small US company. The company is saying the same petition even after revoking can be used for cap exempt filing and they say they can file cap exempt again this year only with a new client.
Am i eligible for camp exempt filing as my visa is revoked and unused, i have not stamped the visa and havent travelled to US at all. Please help
