Cap Exempt H1B renewal

I had spent a total of 2 years 5 months in the US on H1B status. I was last in the US on H1B status in October 2009. The petition was later extended from India in cap exempt category and last expired on 10/31/2014. There was no US stay on H1B status during the last extension. I have been in USA on L1A status since Feb 2015. My questions is can my old H1B petition be extended again now in Cap exempt category as it expired less than 6 years ago ? Also what is the maximum time period that could be granted on it?
