    My offer which I signed contains portion where I agreed to reimburse for all the visa related expenses in case I wouldn't start employment.
    My situation changed and I cannot begin employment with them.
    I kindly informed them via a telephone call.
    Now they demand I pay for all the expenses incurred (9000 USD).

    I'm not ready to pay that amount of money. I expected to pay something like 2500 USD - expenses related to filing the application only and not attorney fees.

    Is it legal?

    Generally, employers can not cede immigration filing expenses to the employee. The exception are premium processing fees and all legal and filing fees attributable to employee's spouse & dependents, but only if there is an explicit agreement as such with the employee

    You can probably ignore your ex-employer's demands
