H1 stamping - first time- out of home country

Hi ,
I am an Indian Citizen and working in US. I have my 1st H1 b Approval Notice and the H1 amendment. I am leaving to Singapore because of Family Emergency. Can I get my H1b stamping(this is my first H1b stamping) in Singapore or should I be getting it done in India ? Its greatly appreciated if anyone Could help answering this question ASAP. Thank you in advance !!
