Can my spouse attend H4 Visa Stamping while my H1b transfer is in Pending status?

Hi All,
my wife & kid went to indian after h1b, H4 extension approval with employer A. When they are in india i got an offer from Employer B & they filed my h1b transfer. i started working for employer B on transfer receipt, its been 3 months still its in pending status only & my attorney suggested not to go for premium because of current situation. now i would like to bring my wife & kid back to USA.

1) Can they attend H4 visa stamping with employer A approved petition (Employer A didn't revoked my H1b)?
2) If they can attend which receipt number we need to enter in DS 160 (if we give transfer receipt number we will not have the start & end dates) & (if we give previous employer A receipt number & if VO asks who is your husband employer what she has to answer??)

not yet, still haven't decided to go for visa stamping with previous employer (or) should wait for current h1b transfer approval

what did you do? did you sent for h4 visa stamping on previous employer approval ?
still my transfer petition is not approved.
