Does the processing time of COS from H1-F1 count torwards my future H1B time?

My H1-B has 2 years left by this August before reaching 6 years cap. In August I transferred from H1B to F1, submitted the COS form immediately, left the job, and attended the school. Now one semester is over and I am still waiting for the decision from USCIS. I understand it usually takes more than 6 months to get approval for COS. My question is whether the long processing time of COS will count towards my future H1B time and on that condition I only have less than 1.5 years left on H1B if I decide to change back from F1 to H1 later?
