H4 (Defendant of cap H1B) to Academic H1B transfer

Hi all
i am on H4 visa residing in US. I am spouse of H1B (cap=IT) and i am a researcher and a non-profit university willing to sponsor me Academic H1B.
My questions are how long this process will take and what are the steps involved?
do i need to go for stamping to india? or once H1B approved then i can start working without need of H1B stamp?

any experiences are welcome.
