Change of Status from H4 to H1 is denied

Hi,

I am currently on h4 visa. On April 2017, i applied for h1b through an employer. my case is approved( i got i797). However my change of status is denied from h4 to h1b.
This is because i traveled to outside USA due to some emergency. Due to which I cant start working as for as i know from my employer.

What is next step?
