H4 / L2 visa : Can dependent do freelance work

I have two questions and both relate to H4 dependent visa holders.

1. Can a dependent (H4/L2 visa ) do freelance work. if Yes, how will they file their taxes.
2. Can a company employ H4/L2 visa holders to do freelance work?
