Lottery CAP exumption after 6 years of visa stamped

hi ,

I got H1B visa in lottery in 2007 with employer X and we got visa stamped in 2008 February , but never used this H1B as well as never worked with X employer as well .

Wanted to understand is this visa is still valid can this be transferred to some other employer and can skip lottery CAP .
Some one told me with LCA we can exempt our lottery and can fly now as well .

help will be really appreciated
