Best strategy for second h-1b transfer after denial

Hello, my H1b transfer got denied after an RFE for specialty occupation. The denial notice did not seem to address the job description we provided, instead it seems the USCIS decision was made on the basis of the occupation code not being considered a specialty occupation by the OOH.

We are going to refile under a different occupation/code. Will the previous denial affect negatively my second filing? Can they claim that I will not be doing the work in my second filing because we filed for a different thing not long ago?
