H1 Transfer Consular Processing. Other countries or my country only?

I lost my job in company A in November and my last date was December 32 2017. company A send my termination letter to USCIS. I got a new job in March 2018 and my company applied for My H1B transfer as consular process and it is approved. My start date is April 16. My lawyer advised me to go to out of state (They are not clear on where to go) My question is Should i have to go my home country for stamping or Can i go to mexico or Canada for Visa stamping? If I can go to Canada/Mexico for stamping, how many days roughly it takes for visa process? According to my lawyer my visa is invalid because company A withdraw my case from USCIS.
