    Am I eligible for H1B cap exempt?

    Hi,

    I filed for H1B before but never thru the lottery.
    Currently I'm in L1B in USA. now rather than extending L1B I'm planning to File H1B cap Exempt and shift from L to H.
    Can my employer do that? what's the rule for H1B cap exampt?
