  • VISA stamping during job transition phase

    Hi,
I am employed with X company and had my visa stamped till 02/24/19 with my old I797 (valid till 02/24/19). In the meantime, I got I797 extended till 01/24/2022. So I plan to go to India in April, 2019 and get my new VISA stamped per new I797.
This is simple and clear procedure.
But, I am also in JOB change phase, wherein I am about to accept the offer and apply for H1B transfer with new company Y.
So, my Question is what happens when I go to India in April.
    Assume 2 scenarios,
one: I am still with X company, and haven't joined New company Y, Plan to join that once I back from INDIA.
Can I still get VISA stamped with X company's I797 as I believe I may not have received new I797 with Y company , but Y company must have started H1B transfer process, but might not have received I797 notice.
Will I land in any issue because of this ?

    Second : I resign old company X , join Y company on I797 acknowledge receipt , wait for I 797 to arrive ?
question here is : will I get new I797 by April ? how much time it take typically to receive I797 notice from USCIS with premium processing ?

Last question, Is premium processing open at present ?
If open, is it only open for new petitions or transfers as well ?
