Recent changes to H1B Cap Exemption for expired petition

Are there any recent changes for applying H1B under Cap exemption for expired H1B petition? My H1B expired on Aug 2016 and I had never got it stamped it's 6 year will be completing by Aug 2019. I heard that recent changes does not allow to reapply under Cap exemption if your expired petition was never stamped.
Is this true?
