H1B visa stamping in Canada

I have a valid H1B visa till the end of 2006, however my visa in the passport expired and I wish to go to canada for the visa stamping before I visit India, can someone confirm whether going to Canada or Mexico is an option for getting the visa stamped in your passport ?

Yes, I have seen few people going to Canada to get visa stamped on their passports recently.

Is it a requirement to have a US degree in order to get stamped in Canada/Mexico?
Also can someone get their 1st H1 visa stamped in Canada/Mexico, if they are on L1 in USA and just getting status changed from L1 to H1 while in USA?

Is it ok for a cannadian permanent resident to get H1B stamped from India. She is an India citizen.

You have the option of going to either canada or mexico. But many prefer going to canada.
