Can i apply New H1B next yr without using Using the H1B approved this yr.

HI ,
Is any one know whether it is possible to apply for H1B next yr without using this yr approved H1B.Right now i am in H4 my H1 is approved as i was in india so my status is not changed.Because of some Personal problem I can not work this yr.so i don't want to stamp.So If i will apply a fresh H1b then is there any problem???
