H1 sponsor by two companies

Hi,
My brother is coming from India and a sponsoring company is filing for H1 now and says we have to wait for the result in August. They are charging $2,800. Another sponsoring agency says it will do free for us, but we already paid $1,000 to the first. Can we file H1 with two companies simulataneously? Please reply...

---- When you say your brother is coming to US, is he coming on some Visa status like a B1/B2

---- Is he going to apply for H1 after coming to US on the above Visa

---- The employer/agency/consultant/sponsorer cannot charge any fees and it is rather illegal to do so

---- If you have already paid some amount it depends on your negotiation terms to get it back or forgo it or go with that employer only

---- If another compny is willing to file for H1 that is not a problem and one cna file for multiple H1's provided each application is justified and supported with appropriate credentials
