L1 to H1B travel restriction

I am on L1 currently and will be moved to H1B, my company will be filling the H1B application in end of March 2007.

Is this true that i can not travel out side USA starting the time my application filed (31-Mar-07) until the H1B approved which I understand can not be earlier than 1-Oct-07?

Pls let me know if this is true, that we cannot travel when H1B visa process is in progress
