H4 Visa - what if marriage certificate is not available

Hi friends,
I am in US right now.
I am initiating my wife's H4 visa, where marriage certificate is necessary document. Problem is - To get marriage certificate I have to be present in India.

Is there any alternative available if you don't have marriage certificate? Anybody have gone through this situation?

Any help will be greatly appreciated!
