Regarding the cap at this year H1

hope every body is doing fine.
well discussing my case is i am currently in the US on the B1 visa and filing for the H1 can somebody will assist me about what would be scenario in 2008 april h1 application filing with the USCIS.
how is it going to be and if somebody can guide me in this regard.
