Does Premium processing of H1-B applies to H4 also filed simultaneously?

Does Premium processing of H1-B(I-129) applies to H4 (I-539) also filed simultaneously?

no but if filed together they often get approved together, but no guarantees.

I have one more question regarding "non-avalability of birth certificate" for persons born before 1970 in India. Is this specifc and issued with applicant name on it from the birth place office of applicant or it can be general from concerned Ministry in New Delhi stating that birth registration was not mandatory in India prior to 1970.

You need to get an Affidavit from your parents or Immediate relatives.

That's correct broadersoftware but I learnt that beside that "non availability of BC" is also required. I donot know the fact. Can someone confirm?

someone needs to go the municipal office of the city where you were born and ask them to look up your birth certificate, they will do a search and come up with nothing and hence provide you with a Non-Availability cert.
