Can someone come to US on L2 and change status to H1

Hello,
This query is for my friend, he attended H1 visa interview at the chennai consulate and was issued 221g, however his wife got a offer to goto US on L1visa. So his consultant is suggesting that he attend the L2 visa interview, get the L2 visa and then come to US on L2 and then we can apply for a change of status to H1. Is this advisable or possible or are there any issues with this?

He can travel on L2 and request change of status to H1B based on the the approved H1B. However, L2 dependants are eligible to receive an EAD card. He can work anywhere with the EAD.
