h4 stamping without traditional marriage

my friend got register married in sep 2007. but traditional marriage is going to be in dec
His photos of register marriage/ and engagement looks more like real marriage.
And he has register marriage certificate, all the docs set and has marriage invitation printed with register marriage date.
He has booked an visa appt for nov middle and he is planning to go for the H4 stamping.

1 will be there any issues going for the h4 stamping ?
