instate fee waiver & OPT...??

Can anyone shed some light to what does instate fee waiver mean. This question is arised regarding studying in u.s on H4. I would like to know how will an H4 receive a instate fee waiver & what are the requirements for him/her.
Secondly, what is OPT mean & when do u get an OPT..??

on H4 you dont get OPT. you may qualify for in-state waiver. The rules vary from school to school and program to program, so talk to the bursar's/registrar's office

thanks for the info. But i m sorry i dont know what u meant by a bursar/registrar..?? did u mean the office of the school/university..??

and can u or anyone tell me under which visa u get an OPT and how and its full form please..??
