How to get a work permit for h4 visa holders. I want to study and I want to work with h4 is it possible?

No and yes
You cannot get a work permit on H4 which is a dependant visa only.
You can though study on H4 without having to convert into F1 visa. Search for good information on benefits and lower fees for in IMMIHELP forum for studying on H4.
If you want to work full time then you need someone to sponsor you for a H1B visa, the same as your spouse or the person whose dependant you've been for H4 visa.
