Revoke H1B and transfer

Hi,

Is it possible that an employer revokes a H1 and transfers it to a new employee ??

like for example the employer files H1 for Mr.X and H1 gets approved. But around Oct, can the employer revoke the H1 for Mr.X and transfer it to Mr.Y.
