H4 visa while in US

Currently I am in J1 visa and my spouse is in J2 visa. I am applying for H1-B visa. What is the procedure to convert spouse’s J2 visa to H4. Do they have to wait for their spouse’s H1-B approval?

No you apply together, because the day your H1 is approved her J2 ceases to exist as well.
