CAN SOMEONE TRANSFER H1 being out of US

My question is:-

I filed an H1 from company A and got picked up in the lottery and H1 is approved as well. Currently I am in India. I have never been to US. Can I transfer my H1 before October1, 2008 to Employer B(with whom I want to stay in long run)....

Please advise.....
