In India due to H1B six years limit...

I have completed my 6 years H1B and returned to India, my green card processing is under progress, I-140 receipt date is july 1999, not yet approved.

Question:
---------
Can my company file H1B for me, with one year extensions because of the new law S.2045 OR I need to complete the one year out of US period ?
