Sponsering for H-1

Hi,
I am a permanent resident here in the states, I have a registered company since Sep 1999, I've sponsered one person from outside and he was able to get an L-1 visa.. Till now, I am in the process of looking for projects, means, no income for the company yet.
Can I sponser a person for an H-1 visa, he is on F-1 status now and very qualified. and How difficult it is because there was no income for the company.

Is it quite difficult because you need to pay him salary and you have to show that you can pay him.

i would like to know if you need to show that your company is making profits/income to bring a person on L-1 visa ?
