H4_H1 xfer within 30 days of entering ..problem ??

Hello,

My wife applied for a H4-H1 COS within 30 days of entering the
country on H4 visa , will that be a problem for the approval ?

I read a rule called 30/60 day rule in which appication for COS
within 30 days are deemed fraudelent , 30-60 are suspect , over 60
are in good faith

In which case will it be ok if the company reapplies for the H1
after 60 days in the USA ?
