What about working before INS receives petition ?.

Can the company not pay initially and once INS receives then it pays with backdating to signing of offer letter?.

Your new company is right. Your H1 is not effectively filed until INS receives the application.

I thought with the new bill, one can start working at a new company as soon as offer letter is signed and the company can start filing H1 transfer petition.

But my new company told me I can't join them until INS receives my H1 transfer petition?.

Is this correct?
