H4 to H1 (COS)

Hi my wife recently got H1B in the lottery for the 2008 quota.

She has been to india on March 16th and she came back on june 6th.H1B has been approved on May 26th.

My question is:

1) she can work directly from Oct1 2008 by applying change of status or she needs to go for H1 B stamping out side of united states?

2) if she wants to go for stamping, she can go to canada or Mexico or India?

your help will be appreciated.

1) She can do either. Her employer can apply for an amended petition to request COS on an already approved H1 petition. OR she can get an H1 stamp and enter after Sept 20th on H1.

2) She can go to Canada or Mexico or India. If Canada/Mexico, she may be redirected to india if the VO does not feel confident about the education. Many have gotten visas this way though.
