which option is better for getting admission for M.S., take admission on H4 and after one sem. change status to F1, or directly take admission on H4 to
F1

If you have TA/RA to assume, F1 is better. If you don't, H4 is better. Some state universities may also allow you to pay in-state tuition on H4 depending on which state you live in and whether you meet residency requirement.
