H1B stamping issue

Hello,
Greetings..

H1B transfer is under process by my company. I have to go to India in an emergency work and as my visa is already expired, is there any way, I can get a stamping at US consulate without I-129 approval notice?

NO. I129 is not approval but the actual application. I797 is the approval and you need it. On what basis would you assume the visa to be issued?
