CHANGE OF PETITIONER AFTER H1B Approval

I have been given Form 221(g) after my interview and asked for some documents to be delivered. To my astonishment, my petitioner has denied to send me those documents as they say that they don't have those.
In this situation, is it possible for me to Transfer my case to another employer/petitioner ?
Please advise me urgently on this matter

Yes Sir, I know he is a FRAUD and we all know that by now..but my query is still unanswered .
Can I transfer my case to another Employer after getting Form 221(g)?

---- Yes, it is possible to transfer the H1. The 221g can continue and if the next petition of transfer is approved, then you go fo applying for a Visa on that approval notice
