IS it possible to transfer consultant when in 221g

1)APPLIED 2007 QUOTA H1B
2)Gave interview on july 3rd 2008 --got 221g in chennai
3)CONSULTANT says 0 % chANCES OF CLIENT LETTER ..Asking me toget client letter
4)ONE MORE cosnultant is pushing me that he can transfer to his company and can give all papers needed and to attend interview again when my status is in 221g ..

literally totally confused ..guidance needed urgently
Please give suggestion ..

These consulting companies are nothing but scum bags. Don't trust any. 221(g) has got nothing to do with the transfer.
