Last date to reply to RFE for H1 visa expired.

The last date to reply to RFE sent by uscis just passed and now the status is "Withdrawal Acknowledgment Notice Sent"
It seems that uscis rejected my friends application or my employer played tricks on me,

but in any case, can I be able to revive this petition i.e. if I go through different employer and attorney

pls suggest.

A MTR is possible but it has to be through same employer.
