H1 B Visa Stamping

One of my friend applied for H1 stamping, but his case is refffered to AFU in the year 2000, Now, he is planning for H1 visa. will the US consulate will consider the old case?
Is there any chance of getting the visa stampped this time

I searched on the net and got the answer.(AFU-Anti Fraud Unit)
So what happened then when his case was refered to AFU..what was the Outcome?
I mean it depends on the seriousness of the issue happened last time.
Your friend can apply for the H1 visa again...having all the required documents...But I think it still depends on the discretion of VO...

If the documents presented were fraudulent (Mostly degree) and it was proved so, their name is blacklisted and they can never get a US visa due to material misrepresentation on a visa.
