Can we report late to the Consulate

I have a appointment at 8:00 AM EST.

Will the Chennai Consulate allow any delay in reporting at the scheduled time due to unforseen reasons.

Depends on people who let you in. How much delay?

I guess they don't care much if it is ah hour or two. After that, it may be begging and pleading and may be denied admission, especially in chennai if you dont know the local language.

What is this unforseen reason that is already being seen?
