H4 visa while H1b transfer is in process.

I have got H1b visa. 1 month back I have transferred my H1 to Company B. The transfer process is still going on. I have only the receipt no. of the transfer application, hard copies will take time to receive.
Can I get H4 visa stamped for my wife & 3 yr old son who are in India. If yes then please let me know what are the documents required.
