Not all governments are cap exempt. By most standards, they are not cap exempt. Again, it depends. With the limited info you have given, it is hard to tell.

This post may help a bit.

      city governments as exempt

im working for a city agency that assists small businesses. i'd like to find out if

      a) i can apply under the definition "nonprofit entity" affiliated with a city university - would a city agency qualify as a nonprofit entity?

      b) i can apply under the government research organization - is it limited to federal government?

      thank you so much.
