H1B Transfer - Senior Plz Advice

Hi,
I am working for company A(Jan 08 - Oct 10th 2008). I worked for them till Oct 10th and i Have paystub from them. Now last oneweek I am in bench(Without Pay). Now Company B giving me Offer and I have submitted my pappers for transfer with Company B.

what is the percentage of Transfer rate for me...Senior Please advice....

99% success rate if the papers have already reached USCIS.
