H4 to H1 question

I applied for H1-B when I was in india and after H4 stamping. I came to USA on H4. After landing in USA and being here for sometime on H4 , I received my H1-B papers and did not apply COS yet. I need to travel to india now due to an emergency.

1) Can I travel to india on h4 and apply for COS after coming back?

Get your H1B stamping while in India since you plan to work upon your return.
