H4 to H1 conversion

My wife applied for H1 when she was in US in Aug 2008

but in August, she went to India and got stamped on H4 and got valid H4 visa until 2010

She came back on sep 28th 2008 on H4

H1 got approved on sep28th 2008 (as per uscis site)

Approval notice says she need to get stamped in India

Can she apply for COS here? or do she need to go back India for stamping

If COS, please tell me the procedure to apply.

Either way is possible. Dont ask the procedure here, find out yourself

H1 COS has to be filed by employer by amending the petition. Read 100s of posts.
