Multiple jobs on H1

Hi

If a person gets specialised software job for part time for about 3-4 hours, from two different usa parties, for his skills, how can he apply for h-1 or similar category? can he apply? salary would be total USD 6000 monthly atleast.

Should he apply while he is in usa or can apply from india? he already have business visa for usa.

Each employer needs to sponsor H-1 visa for that person.
