Could you tell us how should a person decide what org / consultant should a person file H1 through ?

There are many instances where the consultants ask for money, they do not pay on time, they do not pay on bench, give false assurances etc.

How can a person decide ? Are there any websites for it ?

Never pay for the H1b. First and foremost deterrent.
Never sign an agreement.
Never go with employers providing a "guest" house.
Never go with employer that asks to **** things.
Never go with employer that wants to employ anyone to everyone without even an interview.
